Fred McNabb is the illustrator. But i don't know more about him.

Hi Bill,
I am sorry to say that I can't answer your question. The illustration does not have a signature, and I don't know who illustrated it. The style looks similar to Van Kaufman, but I am certainly not an expert on that subject.
You might pose your question to Leif Peng, who is the most knowledgable guy about vintage illustration that I know. Leif has a blog at http://todaysinspiration.blogspot.com/ and he also has a great collection on flickr at http://www.flickr.com/photos/leifpeng/.
